Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are conducted: hopeful statements are delivered from multiple capitals. Immense energy is expended on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every deployment jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: maybe the incoming missile won't strike its target this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Soon after, a automatic firearm engaged a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly imported technology. Sadly, the bullets missed the opposing UAV – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are evidently unprepared to substitute in the near term.
Ineffective Peace Efforts
The 28-point plan from Washington provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new approach from American administration unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This pattern will, no doubt, endure.
Strategic Calculations
It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unrealistic to compel Moscow to surrender the areas that it presently holds in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does little to discourage Russia, through statements or actions, from believing that the status quo will not change more in its benefit in the coming year.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but avoiding a total frontline collapse until situations evolve in its favour.
Existing Situation
Objectively, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
